will wait until tuesday. that means the u.s. could go over the fiscal cliff. on wall street today, investors bought up stocks on high hopes of deal, after president obama said this afternoon a deal is "in sight," and positive comments from republican leaders in the senate. here's how e major averagesr closed on this last trading day of 2012. the dow surged 166 points, the nasdaq jumped about 60, and the s&p rose almost 24 points. while wall street has already closed the books on 2012, washington still has a few hours to go before its new year's day fiscal cliff deadline. darren gersh has the latest. >> reporter: after a weekend of late-night negotiations with the vice presidt, senate republican leader mitch mcconnell said an agreement on the fiscal cliff was very, very close. >> we'll continue to work on finding smarter ways to cut spending, but let's not let that hold up protecting americans from the tax hike that will take place in about 10 hours. >> reporter: the deal would raise the top tax rate for individuals making more than $400,000 and couples with more than $450,000 in income. item

's not like the debt ceiling where, if you hit that point and you haven't resolved something, the u.s. defaults on its credit. there's still very serious ramifications, but i think there's this expectation that, even if the fiscal cliff is hit, they will continue to work, try to hash out a deal. the pressure will only increase, obviously, as americans respond and the markets respond. so they would try in the days following still to reach an agreement. >> all right. we're going to be following you throughout the day, brianna. we hope some progress is made. thanks again, appreciate it. want to look beyond the politics here and go straight to the bottom line. how much do we all stand to lose if these talks actually fail. the tax policy center crunched out some numbers. they're pretty amazing, when you look at this. if you're single with no kids, you're going to see taxes go up by $1,500 a year. the news is even worse for a married couple with two kids making $100,000. they'd see their taxes go up $5,300 a year. cnn's christine romans is here to answer another question. who's going to be

offering tens of thousands of dollars to anyone who kills the u.s. ambassador or an american soldier in their country. it comes after the death of ambassador chris stevens in benghazi. here's abc's muhammad lila tonight. >> reporter: it's a country racked with lawlessness and now a potential new threat. the associated press first reported this video which claims to be from al qaeda's yemen branch announcing a new bounty. three kilograms of gold. roughly $160,000 for the head of the american ambassador in yemen and $23,000 for any american soldier. abc hasn't verified the authenticity of the video. it was posted online separately, claiming to be part of a longer video, one that we have authenticated. if true, the threat comes at a critical time, just four months after al qaeda-linked militants stormed the embassy compound in libya, killing ambassador chris stevens and three other american personnel. after the attacks, security levels were raised at many american embassies around the world. >> i think the security detail to the ambassador himself is not going to do anything particularl

. vice president biden served as a u.s. senator for more than 30 years. few people really understand the way these types of negotiations work like he does. in addition to that, equally importantly, 23 of those years were spent serving alongside minority leader mitch mcconnell. so they have a good working relationship, good personal relationship. you remember that yesterday mcconnell said he needs a dance partner in these negotiations. he didn't feel as though they were moving forward. so he reached out to vice president biden. biden engaged. and what looked like a stalemate yesterday really has begun to move forward overnight, the two on the phone late into the evening until midnight i am told working out the details of a compromise. their staffers on the phone into the early morning hours. folks here at the white house up quite late as well. so it looks like some type of compromise is starting to form that would include increasing taxes on those making $450,000 or less. remember president obama wanted that threshold at 250,000. house speaker john boehner wanted it much higher at abo
